i have a barbeque lighter that is not refillable and i dont want to throw it out cause that is bad for landfills.

Uh. Well, as long as the lighter is not under pressure (hold down the trigger a while) there is no difference between this and say throwing away any other plastic, metal, etc.
There is nothing toxic about a lighter and there are no restrictions for disposal like there would be for batteries, tires or paint.
If you are still feeling bad about throwing it in the trash, check with your city’s Trash Department, City Hall, or the Parks Department to see if they have a special place that takes care of these items. We have one that allows drop-offs a few times per year at no cost. Great place to take paint, non-working microwave, burned out toasters, etc.
